Born in Hong Kong in 1946, Wong received his PhD in East Asian Studies from The University of Toronto in 1992. During his college years in the 1970s, he co-founded the poetry club 詩風社 [Shi Feng She]¸ and its magazine. He has published a number of poetry and essay collections. He was Chair Professor of Translation at The Chinese University of Hong Kong until his retirement.

He joined The Chinese University of Hong Kong in 1968 and co-founded the Research Centre for Translation and the journal Renditions. He translated a wide range of Western and Chinese literature.
