　　包公職掌開封府，鐵面無私，公正廉明，被百姓尊崇爲包青天，朝中權貴莫不敬畏有加。

　　當包公從城外拘捕新科狀元陳世美之農莊惡僕回衙時，陳世美髪妻正由故郷跋渉千里來到京師、尋訪世美。

　　世美爲家奴被拘之事，向包公關説却被包公嚴詞峻拒，十分懊惱，不料髪妻竟至尋到。

　　當世美高中狀元之時，謊稱未曾娶妻，而被招爲駙馬，此刻見香蓮尋來，爲求榮華富貴，深恐被公主知悉其停妻再娶，遂狠心不認妻兒，將之逐出府外。

　　香蓮流落客棧中，擧目無親，身世凄涼，世美仍不甘心，居然買通店家，驅逐香蓮。

　　香蓮偕帶子女，啼飢號寒，只能暫借破廟，聊蔽風雨，茫茫黑夜，不知何時天明。

　　不料世美心腹韓琪，受世美強迫，持刀追入廟中，指責香蓮，冒充狀元髮妻，陷害世美，狠心追殺，但韓琪査明香蓮身世之後，却不忍下手，但因曾受世美救命之恩，又不忍被叛，走投無路之下，甘願自我犧牲，横刀自刎。

　　香蓮本已認命，準備返郷，因殺廟之事，深感世美心黑手狠 如果飛黃騰達，受害之人，不知凡幾，決心聽從韓琪指點，往開封府撃鼓鳴寃。但因碍於夫妻之情，不便下筆，爲除惡人，又不能不告，無可奈何之下，乃以白紙呈堂，控告親夫。

　　包公心地仁厚，爲求香蓮夫妻團圓一再苦勸世美，世美因有公主，太后撐腰，態度驕狂，吐咄逼人，終被包公拘捕法辦。

　　公主、太后對包公施加壓力，包公不畏權勢，終使世美伏法，斃命龍頭斬下。

THE BLANK INDICTMENT

Pao-Kung was an upright magistrate of kai Feng Fu. Because his integrity and justice, people call him "pao-chin-Tien", and all the powerful officials feared him.

Chen-Shih-mei was a newly oppointed the highest graduate of the Hamlin Academy. His evil servant was caught by Pao-Kung at the outside of the city, and the criminal was taken back to kai Feng Fu. At this time, Chen Shih mei's wife came to kai Feng from the far country to search for her husband.

Shih mei apologized to Pao Kung for the evil servant, but pao kung refused his apology. For this reason, Shih mei was very worry. To his amazement that his wife could come to look for him.

When Chen Shih mei just became an official, he told a lie that he wasn't married, so the king selected him to be an imperial son-in-law. Now his wife and son came, he was very frightful. He won't lose his riches and honour, and was afraid of princess knowing about this, therefore he drived out his wife and son.

His wife-Hsiang Lien-had no relatives and friends, so she was drifting to an old resturent. However, Shih Mei bribed the master of resturent to drive out Hsiang Lien. This poor woman brought her son to a ruined temple. Dark, wind, and rain, they didn' t know where the home was.

Contrary to expectations, Shih Mei forced his servant to kill them. But, as soon as the servant know the condition about this poor waman, he won't kill them. However, Shih Mei had done him a favor, he couldn't rebeled against his master. The servant was in a dilemma, he didn't know what to do, finally, he killed himself.

Originally, Hsiang Lien planned to go home, but to her consideration, her hus band was so cruel that more people would be injured by him if he became a powerful man someday, therefore, she went to kai Feng Fu to accuse his hus band. Cruel as he waa , he still her husband, she wondered how to write the letter of appeal, all she could do was sending a blank indictment to pao kung.

After understanding the truth, Pao Kung hope this husband and wife could be united again. He persuaded shih mei to accept his wife. however, relying on the princess and queen, Shih Mei was very haughty, and refused to accept his wife, so, pao kung was very ungry, he caught him and put him in prison.

By their power, the Queen and princess ordered Pao kung to liberate Shih Mei, but Pao kung didn't care, he put Shih Mei to death according to the law.
