Mr CHOI was admitted as a solicitor in Hong Kong. He was in private practice before joining the Advisory Team of the Intellectual Property Department.

The Advisory Team is responsible for providing civil legal advice on IP matters to government bureaux and departments, overseeing the development of the collaborative relations and efforts with other IP authorities and international bodies, and supporting the IP Trading initiative by formulating and implementing appropriate strategies and support measures for developing Hong Kong as an IP trading hub in the region.

Sam has over twenty years of experience as an engineer and a patent practitioner. He was a Patent Agent at a San Francisco IP law firm before moving back to Hong Kong. As an engineer, he has worked for a number of Silicon Valley companies on projects spanning across software, electronics, communications, and system control technologies.

Before joining Idea Intellectual Limited, Sam was the lead US Patent Attorney at a leading IP firm in Hong Kong where Sam worked closely with many Hong Kong research institutes, universities, US based technology companies, other commercial entities and individual inventors.

His patent prosecution experience and opinion work cover a wide range of technologies including the technical fields of software, mobile computing, displays, imaging devices, telecommunications, mobile networks, printers, cameras, automobile, marine vessels, construction and mining equipment, semiconductors, microelectronic devices, fiber optic systems, and biomedical devices. He has also engaged in intellectual property strategies, patent portfolio developments, IP valuations, IP licensing, product design reviews, patent landscaping, freedom-to-operate and infringement opinions, and IP enforcement cases.

Zephyr is a dual-qualified patent attorney before CNIPA and UKIPO. He also holds a Certificate of Legal Profession Qualification in China.

Being in the patent profession for 17 years, Zephyr has extensive experiences in patent prosecutions in the Great China region, in the technology fields of mechanical engineering, electrical machinery, microelectronics, IT/software, cellular network technology, among others. He also frequently assists his clients in other intellectual property matters, including patent portfolio management, risk assessment, and freedom-to-operate investigations. Moreover, Zephyr has been actively representing western clients in contentious matters in China, including advocating for clients before the CNIPA in invalidation proceedings, and before Chinese courts in infringement proceedings. In relation to the litigations he drafts in local Chinese language all kinds of court documents including complaints, requests for interim injunctions, and appeals.

Zephyr graduated from the University of Macau with a Bachelors degree in Electrical & Electronic Engineering. Subsequently, he earned a Master’s degree in Telecommunications from the Hong Kong University of Science and Technology. Zephyr commenced his practice with Marks & Clerk Hong Kong in 2010 and is fluent in English, Cantonese and Mandarin.
